Sector K9 Foundation was born from one man’s vision, unwavering dedication, and a powerful mission: to transform shelter dogs into certified police K9s and provide critical support to law enforcement agencies across the nation.

With over 20 years of distinguished law enforcement service, Wesley Keeling brings extensive experience across multiple disciplines, including supervision, SWAT operations, DEA Task Force work, Field Training, and more notably, K9 handling and training. Over the past decade, Wes has specialized in Criminal Interdiction and the development of single-purpose and dual-purpose detection K9s. He officially retired from law enforcement on August 31, 2025. But being a K9 handler was never just a profession for Wes—it was a calling. While serving in law enforcement, Wes began volunteering with local animal shelters, offering basic obedience training to increase adoption rates for shelter dogs. It was during this work that he recognized the untapped potential in many of these animals. Some exhibited the natural drive, grit, and determination necessary to serve as working detection dogs.
From this realization, Sector K9 Foundation took root.
Through years of experience, Wes witnessed both the successes and limitations of K9 units in law enforcement. He saw firsthand the barriers many agencies face—tight budgets, personnel shortages, and the high costs of importing dogs from overseas. He began asking the tough questions: What if we trained the right dogs already here in our shelters? What if genetics, heart, and determination—not pedigree or origin—determined a K9’s success? How can we equip law enforcement agencies in need while giving shelter dogs a second chance?
Wes set out to bridge that gap.
In 2020, Sector K9 Foundation officially became a 501(c)(3) nonprofit organization. Since then, it has operated with a clear and focused mission: To provide law enforcement agencies across the U.S. with certified, highly trained police K9s, while also giving shelter dogs a second chance at life. Through comprehensive evaluation protocols, a dedicated training facility, and a commitment to excellence, Sector K9 Foundation proves that non-traditional K9 candidates—when selected and trained properly—can serve with the same effectiveness and loyalty as traditionally sourced dogs. At its core, the foundation exists to: Support law enforcement, Combat budgetary challenges, Reduce shelter euthanasia, and Inspire innovative thinking in K9 development. Because it’s not about where the dog comes from—it’s about what it’s made of.

Brittany Jandasek’s journey exemplifies the heart of Sector K9 Foundation’s mission—where passion for law enforcement and dedication to K9s unite for a greater purpose.
From the age of 10, Brittany knew she wanted to become a police officer. While many childhood dreams fade, hers only strengthened with time. After graduating a semester early from Hillsdale College, she pursued her calling and entered the Texas Department of Public Safety Highway Patrol Academy in January 2018, graduating with Class A-18 in June of that year.

In 2020, she was honored with the Top Trooper Award for the San Angelo Sub-District—an acknowledgment of her commitment and leadership in the field.
Her law enforcement career was tragically cut short following an on-duty crash caused by a driver traveling 107 mph with no headlights. The collision resulted in a traumatic brain injury and 70% vision loss, ultimately leading to Brittany’s medical retirement from the department.
What could have ended her purpose instead redirected it.
Turning to her other lifelong passion—dogs—Brittany found healing and new purpose. She became the Assistant Manager of an animal shelter, where she focused on animal behavior, shelter medicine, and personnel management. In this role, she discovered the power of second chances, both for herself and for the animals she served.
Now, as Director of K9 Operations & Community Engagement at Sector K9 Foundation, Brittany brings her two passions together in service of a powerful mission: to provide trained K9s to law enforcement while giving shelter dogs the opportunity to thrive in meaningful roles. Her work helps bridge the gap between police agencies and local shelters—strengthening
communities and changing lives.

With over two decades of law enforcement experience, Todd Ward brings a deep well of knowledge and passion to his role as Vice President and Instructor at Sector K9. A proud graduate of Tarleton State University, he earned his Master of Science in Public Administration in 2024 and retired from active duty in 2025.
Throughout his career, Todd wore many hats—serving as a Chief of Police, Detective, undercover narcotics investigator, criminal interdiction officer, Border Patrol Task Force officer, and K9 handler. This wide-ranging experience gives him a unique, well-rounded perspective on policing and the critical role that K9 units play in protecting communities.
Before stepping into law enforcement, Todd was a business owner, farmer, and rancher—roles that helped shape his strong work ethic, grounded leadership, and deep respect for service.
For more than eight years, Todd has also shared his expertise as a state-level instructor, training officers across Texas. His journey with Sector K9 began when he met founder Wes in a class. Over time, their shared passion for K9 work led Todd to join the board, and eventually, take on the role of Vice President.
Todd is especially passionate about the mental health benefits that canines offer to both first responders and the broader public. Having seen firsthand how trained dogs can help people decompress after traumatic events, he’s committed to expanding their use not just in enforcement, but in healing and support roles as well.
Outside of work, Todd is a proud husband and father who enjoys outdoor adventures and making memories with his family.

At the heart of Sector K9 is this powerful idea: a shelter dog—abandoned, misunderstood, overlooked—can become a hero.
Through our Rescue2Resource Program, we identify high-drive shelter dogs from across the country—many just days away from euthanasia—and evaluate them not by their breed, but by their genetic drives, work ethic, and desire to connect. Dogs that meet our criteria enter a professional K9 training program to become single-purpose detection K9s—ready to detect narcotics, firearms, or explosives in service of public safety.
Once trained, these dogs are donated—fully certified—to law enforcement agencies, with departments only responsible for the cost of the handler training course. This model eliminates financial barriers while giving these dogs the one thing they’ve always needed: purpose.

Our journey started with simple acts—visiting local shelters, offering training support, helping dogs become more adoptable. But what we found in shelter after shelter went deeper than basic obedience or behavior issues.
We found a pattern. A type. A face. Blocky heads. Muscular frames. Cropped ears. Labeled “aggressive,” “unadoptable,” or “too risky.”
We found Pit Bulls—and far too many of them. Not because they were broken, but because they were misunderstood.

Shelters United is a cooperative buying program for nonprofit animal shelters and rescue groups. Its mission is to help these organizations save money on supplies so they can care for and adopt out more animals.

HAPCOA, the Hispanic American Police Command Officers Association, established in 1973, is the oldest and largest association in the U.S. of Hispanic American command officers from law enforcement and criminal justice agencies at the municipal, county, state and federal levels. With members in hundreds of agencies across the United States and Puerto Rico, many of whom are active in local chapters, HAPCOA is a national organization with a local presence.
